국문 초록

국내의 2008년에 발생된 화재, 폭발, 붕괴 등의 재난은 총 277,303건으로 355,832명의 인명피해가 발생하였고, 최근 5년간 소방공무원의 평균 순직자는 7.2명, 공상자는 306.4명으로 조사되었다. 이로 인해 소방조직 뿐만 아니라 국민적인 불안심리가 사회전반에 깔려 있는 실정이다. 즉 양질의 소방 서비스 제공을 이행하는 소방공무원의 안전과 건강 확보는 소방공무원 개인뿐만 아니라 소방 전체의 사기와 직결되고 양질의 소방서비스를 수준을 높이는 주요 요소이고, 빈발하는 소방공무원의 안전사고는 소방조직의 불안뿐만 아니라 사회전반의 불안한 심리를 유발할 수 있다는 측면에서 중요하게 다루어져야 한다. 따라서 본 연구에서는 서울특별시와 경기도에서 발생한 소방공무원의 공상 및 순직 현황을 구체적으로 분석함으로서 소방공무원의 안전사고를 미연에 예방할 수 있는 방안을 제시하고자 한다.

영문 초록

In 2008, Korea experienced 277,303 of disasters including fire, explosion, collapse, etc., and the number of casualties was 355,832. Furthermore, in recent five years, averagely 7.2 firefighters died and 306.4 firefighters were injured annually at their post of duty. Accordingly, there are national uneasiness in people's mind as well as in firefighting organizations. The safety and health issues of fire fighters who should provide high quality service to people should be treated importantly because those issues are main factors related to service level. Another reason is that frequent safety accidents of fire fighters can raise uneasiness in fire fighting organizations as well as across the overall society. Accordingly, through analyzing the current condition of occupational casualties of fire fighters in Seoul and Gyeonggi Province, this study intends to suggest the plans for preventing safety accidents of firefighters in advance.
