국문 초록

AI 디지털교과서는 2025학년도 1학기부터 수학, 영어, 정보 교과에 대해 전국적으로 학교 수업에 적용될 예정이다. 그러나 AI 디지털교과서 개발과 도입에 대한 우려가 상당하다. 제22대 국회에서도 이에 대한 문제제기가 이어지고 있다. 이에 이 연구에서는 AI 디지털교과서 정책의 주요 내용, 관련 법령, 법적ㆍ정책적 쟁점 및 개선과제를 분석하였다. AI 디지털교과서 정책의 법적ㆍ정책적 쟁점으로는 AI 디지털교과서의 법적 지위, 합격결정 및 주문 기한 규정 위반, 개발 및 적용 기간, AI 디지털교육에 관한 교원 양성 및 연수, AI 디지털교육 활성화에 따른 교육격차 확대 및 사교육비 우려 등이 있다. 이를 개선하기 위한 과제는 다음과 같다. 첫째, AI 디지털교과서를 포함한 교과용도서의 법률적 근거를 마련해야 한다. 둘째, AI 디지털교과서의 주문 기한 연장 및 시범적용 의무화를 위한 입법이 필요하다. 셋째, 너무 촉박하게 추진되고 있는 AI 디지털교과서 개발･적용 기간에 대한 근본적인 대책을 마련해야 한다. 넷째, AI 디지털교육 교원 역량 강화를 위한 행･재정 지원을 효율화해야 한다. 다섯째, AI 디지털교육 격차 해소 및 사교육비 경감 대책을 마련해야 한다.

영문 초록

AI digital textbooks are scheduled to be implemented in nationwide school classes for subjects such as mathematics, English, and information starting from the first semester of the 2025 academic year. However, there are significant concerns regarding the development and adoption of AI digital textbooks, with ongoing discussions in the 22nd National Assembly addressing these issues. The legal and policy challenges of AI digital textbook policies include the legal status of AI digital textbooks, violations of regulations regarding approval decisions and order deadlines, the development and implementation timeline, teacher training and professional development for AI digital education, and concerns about widening educational disparities and increasing private education costs due to the promotion of AI digital education. To address these issues, the following tasks are suggested: (a) Establishing a legal foundation for textbooks. (b) Enacting legislation to extend order deadlines and mandate pilot applications for AI digital textbooks. (c) Enhancing administrative and financial support to strengthen teacher competencies in AI digital education. (d) Developing strategies to bridge the educational gap and reduce private education expenses associated with AI digital education.
