중동지역 대한민국 재외공관 대테러 방호 및 외교관 안전 확보 연구

국문 초록

본 연구는 중동 국가 중 전체지역이 여행금지 지정된 이라크, 리비아 주재 대한민국 재외공관의 방호태세와 경호경비 실태를 파악하고 대테러안보 역량을 강화하는 한편 외교관 안전을 확보하는 시스템 구축자료를 제공할 수 있다고 기대하였다. 대테러 방호 및 경호경비 전문가 집단을 대상으로 한 델파이 조사 결과 전문가들은 1차 설문에서 중동지역에 위치한 대한민국 재외공관의 경우 (1) 현지 경호업체와 공관 경호를 위한 특화된 전문성 보유, (2) 현지 공관을 대상으로 한 테러 대응을 위한 훈련 및 (3) 현지 공관을 대상으로 한 테러 정보 수집 능력에서 의견이 갈렸다. 아울러 전문가들은 ‘재외공관에 대한 현지 위험인물 및 테러위협 정보 제공’, ‘재외공관에서 지원요청 시 즉각적인 경호경비인력 파견’, ‘ 현지 다수의 외국 공관을 경호경비한 경험’, ‘현지 경호경비업체의 경영진 리더십’ 및 ‘현지 경호경비업체의 신뢰성 (인력구조, 재무, 경영상태 등)’ 등의 문항에서도 중요도가 상대적으로 낮다고 인식하였다. 하지만 동일한 전문가 집단을 대상으로 한 2차 설문 결과는 정 반대의 결과를 보여주었다. 전문가들은 모든 항목들에서 재외공관 및 요인의 신변 보호를 위해 매우 중요하고 시급히 개선되어야 할 사안들이라고 지적한 것이다. 재외공관 현지 경호경비 및 요인 신변 보호 관련 9개 문항들 그리고 재외공관 물리적 경호시설 관련 7개 문항들에서는 1차 및 2차에서 전문가들의 의견이 다르지 않은 것으로 분석되었다.

영문 초록

Recently, An armed conflict between Israel and Hamas-led Palestinian militant groups has been taking place chiefly in middle-east region. Palestinian militant groups launched rocket-missle attacked American embassy located at green zone where Republic of Korea’s embassy is also located December 8th, 2023. It is noteworthy that American army base and consulate general around Erbil region were attacked with missile and aerial drones which were launched by Palestinian and IS militant groups. Thus it is fact that the terror risk is increasing around Korean embassy and diplomatic mission offices. Japanese government made security contract with German private security company since two Japanese diplomats had been shot to death by terrorists while local security guards ran away from the terror site in Nov. 29th, 2003. In case of United States of America, U.S. marines takes in charge of security on embassy once U.S. government judged the local pubic security is unstable. Therefore the main purpose of this study is to provide basic empirical research data to install such a system that can contribute to improve counter-terrorism capability and to secure the safety of diplomats in middle-east regions. To achieve such academical purposes, this paper reviewed the overall counter-terror protection and security-guard status of Korean embassy and its diplomats at the region using Delphi survey with counter-terror and security professionals. Professional survey has mainly focused such sample group as Police-Special Operation Unit who had been dispatched to Iraq, Libya and other middle-east regions.
