국문 초록

현대 사회에서 테러리즘의 위협은 국가 안보와 공공 안전을 심각하게 위협하는 요인으로 자리 잡고 있다. 본 연구는 테러 의심 상황에서의 신고 및 접수 단계에서 신속하고 정확한 대응 절차의 중요성을 강조하며, 특히 미상 우편물과 같은 의심스러운 물질에 대한 현장 대응 프로세스를 체계적으로 분석하였다. 본 연구에서는 다양한 상황을 고려하여 대응 유형을 4가지로 구분하고, 각각의 대응 절차와 기관별 역할을 명확히 하였다. 이를 통해 초기 대응 단계에서 발생할 수 있는 문제점을 최소화하고, 관계기관 간의 합동 대응을 통해 사건의 확산을 방지하며 피해를 최소화하는 방안을 제시하였다. 또한, 각 기관의 협력과 통합된 대응팀(TF)의 중요성을 강조하고, 대응 요원의 안전을 확보하기 위한 철저한 보호 장비 착용과 안전 지침 준수의 필요성을 제시하였다. 본 연구의 결과는 테러 의심 상황에서의 대응 절차의 개선을 통해 테러 대응의 효율성과 신뢰성을 높이는 데 기여할 것으로 기대된다.

영문 초록

In modern society, the threat of terrorism has become a significant factor that seriously endangers national security and public safety. This study emphasizes the importance of swift and accurate response procedures during the reporting and receiving stages of suspected terrorism situations, particularly focusing on the systematic analysis of field response processes for suspicious materials such as unidentified mail. In this study, response types were categorized into four different types, considering various situations, and the response procedures and roles of each agency were clearly defined. This approach aims to minimize potential issues in the initial response phase, prevent the spread of incidents through coordinated responses among related agencies, and propose ways to minimize damage. Furthermore, the importance of inter-agency cooperation and the integration of a unified response team (TF) is emphasized, along with the necessity of strict adherence to safety guidelines and the use of protective gear to ensure the safety of responders. The findings of this study are expected to contribute to enhancing the efficiency and reliability of terrorism response procedures by improving current response strategies for suspected terrorism situations.
