국문 초록

광역자치단체가 기초자치단체에 교부하는 지방보조금은 지방자치단체의 행정서비스 공급에 있어 외부효과를 시정할 뿐 아니라 대표적인 수평적 재정조정제도로써 지역 간 재정 형평성을 제고하는 기능을 수행하고 있다. 이러한 중요한 기능에도 불구하고 지방보조금은 배분 및 운영 등에 있어서 다양한 문제점이 지속되고 있다. 이에 본 연구는 전문가 델파이 분석을 통해 지방보조금에 대한 문제점 및 개선방안을 도출하였다. 분석결과에 따르면 기준보조율 개선, 성과평가 환류체계 마련, 광역자치단체와 기초자치단체 간 협의 강화 등이 우선적으로 필요한 것으로 분석되었다.

영문 초록

Local grants provided by metropolitan governments to basic local governments not only correct externalities in the provision of administrative services by local governments but also play a key role as a representative horizontal fiscal adjustment mechanism to enhance financial equity among regions. Despite these important functions, various issues persist in the allocation and operation of local grants. This study identifies the problems and proposes improvement measures for local grants through expert Delphi analysis. The analysis results indicate that improving the standard grant rate, establishing a performance evaluation feedback system, and strengthening consultations between metropolitan and basic local governments are prioritized as necessary measures.
