국문 초록

본 연구는 고령친화도시, 청년친화도시, 여성친화도시 정책 간 조정 실태를 진단하고 개선방안을 모색하는 것을 목적으로 한다. 이를 위해 Peters(2018)의 정책조정 유형론을 분석틀로 삼아 각 정책의 목표와 내용, 추진체계와 관련 지표 등을 비교 분석하였다. 분석 결과 현행 친화도시 정책간 조정은 소극적 조정 수준에 머물러 있어 적극적·전략적 정책조정이 미흡한 것으로 나타났다. 이를 개선하기 위해서는 중앙정부 차원의 컨트롤타워 구축, 부처 간 정책협의회 상설화, 지자체 단위의 통합 거버넌스 체계 마련 등의 대안 마련이 요구된다. 특히 시민친화도시로의 패러다임 전환을 통해 대상 계층을 아우르는 포용적 정책 비전을 정립하고, 주민주도의 상향식 정책추진 체계를 구축할 필요가 있음을 제안하였다. 본 연구는 개별적으로 접근되던 친화도시 정책을 종합적 관점에서 조명하고 정책 간 조정 수준을 측정할 수 있는 모형을 제시하고 조정 방안을 모색했다는 점에서 의의가 있다.

영문 초록

This study aims to assess the level of policy coordination among the Age-friendly City, Youth-friendly City, and Women-friendly City projects in Korean local governments and to provide policy impolications to improve current policy coordination practices. To this end, using policy coordination typology(Peters, 2018) as an analytical framework, this study comparatively analyzed the goals, contents, implementation systems, and related indicators of each policy projects. The analysis showed that the policy coordination among friendly city projects remains at the level of negative coordination, and active and strategic policy coordination is inneed. In order to improve this, this study suggests establishing a control tower at the central government level, institutionalize inter-ministerial policy councils, and establish an integrated governance system at the local government level. In particular, it suggests establishing an inclusive policy vision encompassing the target groups through a paradigm shift to Citizen-friendly Cities with more inclusive manner and to establish a bottom-up policy implementation system led by residents. This study provides meaningful implications in that it examines various friendly city policies, which have been approached individually, from a comprehensive perspective and seeks ways to link and coordinate multiple friendly cities projects.
