Purpose - This research aims to classify factors associated with to the risks and benefits of nuclear power plants, and to explain how these risks and benefits are over-perceived by applying regulatory focus theory. To date, no research has comprehensively considered these factors as the fundamental causes of the perceived risks and benefits of nuclear power plants, nor has there been an attempt to explain the reasons behind such over-perceptions. Design/Methodology/Approach - Based on a conceptual model, three major hypotheses were developed and empirically tested using collected data. An analysis involving 252 respondents was conducted to examine the impact of risk-benefit factors on the acceptance of nuclear power. Findings - First, the benefits of nuclear power were found to have a greater impact on the acceptance of nuclear power than the risks of nuclear power. Second, a moderated multiple regression analysis was conducted to explain why people over-perceive the risks and benefits of nuclear power. The promotion focus group showed that perceived benefits had a relatively greater impact on the acceptance of nuclear power, while the prevention focus group showed that perceived risks had a relatively greater impact. Research Implications - The findings of study are helpful in establishing strategies to increase the public acceptance of nuclear power. In other words, the risks or benefits will be over-perceived depending on whether people have prevention focus or promotion focus. Therefore, the public acceptance of nuclear power can be enhanced by implementing tailored strategies to each focus.
