‘사상의 정치화’ 과정을 통해 보는 에도시대의 천황 - 고산케 미토번(水戶藩)과 조정 접근의 획기 검토를 중심으로

국문 초록

천황제 근대국가 수립으로의 길을 설명하는 과정에서 중시되어 온 존왕사상의 대두와 외압의 충격 등은, 천황의 정치적 부상을 위한 중요한 필요조건이 될지언정 그 자체로 충분조건이 되는 것은 아니다. 천황이 부상할 수 있었던 이유를 설명하기 위해서는, ‘사상의 정치화' 과정, 즉 천황의 존재를 중시하고 천황의 권위를 보다 드높이려 하는 사상이 현실 속의 정치적 움직임으로 연결되는 과정에 주목할 필요가 있다. 본고는 조정과 접점이 없던 학자나 사상가들의 담론보다는, 현실 속에 존재하고 있던 조정을 둘러싼 동향을 좇고자 하였다. 조정 운영과 직간접적으로 관계맺고 있던 이들의 사고와 행동 과정에 착목함으로써, 천황을 둘러싼 사상이 정치의 장으로 이어지는 여정이 한층 구체적으로 밝히려 하였다. 본고가 주목한 사건이 페리 내항으로부터 12년 전에 실현된 천황호와 한풍시호 재흥이다. 이 사건은 약 900년 동안이나 사장되었던 천황 권위의 징표가 부활했다는 것 자체로만 의의를 갖는 것이 아니다. 이때 고산케 미토번주 도쿠가와 나리아키(德川齊昭)는 인척이었던 관백 다카쓰카사 마사미치(鷹司政通)에게 시호 재흥 추진을 건의하였으며 마사미치는 이미 자신의 선에서 해당 건을 막부에 내밀히 요청했다고 답하였다. 예전까지 상당히 소원한 사이였던 두 인물은 천황호·한풍시호 재흥이 실현된 이후 사적 루트를 통해 긴밀히 의사소통하게 되었다. 이 사건은 천황의 정치적 위치 변화로 연결되는 사상을 둘러싸고 무가와 공가 최상층부의 두 주체가 서로의 속내를 확인하며 긴밀히 접촉하는 계기가 된 것이다.

영문 초록

When explaining the process of establishing the modern state of Japan, the rise of imperial loyalism and the impact of external pressure have been emphasized. However, although these are the necessary conditions for the emperor’s political emergence, they are not sufficient conditions in themselves. In order to explain the emperor’s emergence in the Bakumatsu Era, it is necessary to pay attention to the process of ’politicization of ideas’, that is, the process in which ideas that value the existence of the emperor and seek to further enhance the emperor's authority are connected to political movements in reality. This study attempted to analyze the movements surrounding the imperial court that existed in reality, rather than the discourses of scholars and thinkers who had no special contact with the court. Focusing on the ideas and movements of those who were directly or indirectly related to the administration of the court, this article reveals in more detail the journey of the ideas surrounding the emperor to the political arena in reality. In this article, it was revealed that the revival of the emperor’s ancient-style posthumous name in 1841 marks a milestone in the relationship between Takatsukasa Masamichi and Tokugawa Nariaki, each of whom were the top figures in the court noble class and the warrior class at the time.
