국문 초록

본 연구에서는 향후 대학 재정지원 생태계에 상당한 변화를 가져올 RISE가 현장에 성공적으로 안착하기 위해 어떠한 고민과 노력이 필요한지를 세밀하게 검토하고자 하였다. 이를 위해 RISE 전환에 따른 대학 재정지원 관련 주요 쟁점을 살펴보고, RISE의 성공적 안착을 위한 대학 재정지원의 방향과 과제를 세밀하게 검토하였다. 우선, RISE 예산 확보, 배분, 지출 관련 쟁점을 분석하기 위한 준거로서 예산 확보의 충분성 및 적절성, 예산 배분의 형평성 및 효율성, 예산 지출의 자율성을 제시하고, 각 세부 분석요소를 구체화 하였다. RISE 예산 확보의 충분성 및 적절성 측면에서 교육부 및 지방자치단체의 RISE 예산 확보 규모 관련 쟁점을 분석하고 향후 과제를 제시하였다. RISE 예산 배분의 형평성 및 효율성 측면에서는 각 지역별 수혜 규모를 반영한 ‘기본지원금’과 각 지역별 특성 및 성과 등을 반영한 ‘차등지원금’ 배분의 적절성, 기본지원금과 차등지원금 배분 비중의 적절성, 차등지원금 배분 포뮬러 요소의 적절성 관련 쟁점을 검토하고 향후 과제를 제시하였다. 끝으로, RISE 예산 지출의 자율성 측면에서는 지자체에 대한 예산 교부방식의 적절성 관련 쟁점을 검토하고 향후 과제를 제시하였다.

영문 초록

This study aims to examine in detail what considerations and efforts are needed for RISE, which will bring significant changes to the future university financial support ecosystem, to be successfully established in the field. To this end, we examined the major issues related to university financial support following the RISE transition, and examined in detail the direction and tasks of university financial support for the successful establishment of RISE. In terms of sufficiency in securing the RISE budget, this study analyzed issues concerning the budget scale managed by the Ministry of Education and local governments and proposed future tasks. Regarding fairness and efficiency in the distribution of the RISE budget, the study reviewed the appropriateness of distributing the ‘basic subsidy’, which considers the unique characteristics and performance of each region. Additionally, it examined the balance between the proportions of basic and differential subsidies and the validity of elements in the differential subsidy distribution formula, proposing corresponding tasks. Finally, concerning the autonomy of RISE budget expenditure, the study assessed the suitability of budget allocation methods for local governments and suggested future directions for improvement.
