국문 초록

본 논문은 최근 북한이 남과 북을 적대적인 두 국가로 규정함에 따라 한국의 통일 정책 및 교육에 대한 근본적 재고찰이 필요함을 지적하면서, 북한의 ‘적대적 두 국가’ 주장이 한반도의 분단과 통일에 던지는 새로운 도전들을 고찰하고 있다. 가장 먼저 분단구조라는 구조적 틀 속에서 형성된 남북 관계의 정체성에 대해 고찰하고, 한국인의 통일의식에 대해 살펴보고 있다. 다음, 역대 정부의 통일 정책 및 통일교육의 변화 양상과 결정 요인들을 파악한 후, 앞으로의 통일교육이 추구해야 할 방향성을 탐색하고 있다. 이러한 맥락에서 통일교육을 둘러싼 국제적 요인, 국내 정치적 요인, 북한 요인 등을 검토하고, 이를 기반으로 미래의 통일교육이 추구해야 할 방향성을 제안한다. 본 연구는 통일을 위한 지속 가능한 정책과 교육적 접근이 어떻게 설계되어야 하는지에 대한 성찰을 제공하고 있으며, 남북 관계의 복잡성과 국제정세의 변화 속에서 효과적인 통일교육의 필요성을 강조한다.

영문 초록

This paper emphasizes the need for a fundamental re-examination of the Republic of Korea's unification policies and education, particularly in light of North Korea's recent claim that the two Koreas are hostile states. It explores the new challenges North Korea's doctrine of the “hostile two-state claim” poses to the division and unification of the Korean Peninsula. First, the paper analyzes the identity of inter-Korean relations established within the structural framework of division. It also investigates South Koreans' perceptions of unification. Subsequently, the paper examines the changes and determinants of unification policies and education under successive governments while considering the direction that future unification education should take. In this context, the paper reviews international factors, domestic political influences, and North Korean impacts surrounding unification education. Based on this analysis, it proposes a direction for future unification education. This study reflects on how sustainable policies and educational approaches for unification should be designed, emphasizing the necessity of effective unification education amid the complexities of inter-Korean relations and the evolving international landscape.
