국문 초록

우리나라 공공기관의 평균 기부금 지출 규모는 민간기업에 비해 상당히 높은 수준이다. 본 연구에서는 공공기관 사회공헌활동 가운데 기부금 지출에 영향을 미치는 요인을 실증적으로 분석하였으며, 150개 공공기관을 대상으로 2019년부터 2023년까지 패널자료를 구축하였다. 공공기관고유의 특성을 고려하여 고정효과모형을 통해 기부금 지출 결정요인 추정한 결과, 공공기관의 부채비율과 법인세 비율은 기부금 지출에 유의미한 영향을 미치는 반면, 수익성은 기부금 지출과 관계가 없었다. 재무적 안전성이 양호한 공공기관이 기부금을 더 많이 지출하였으며, 법인세 비율이 높은 기관일수록 기부금 지출이 증가하였다. 재무적 요인과 함께 공공기관의 기부금 지출에 중요한 영향을 미치는 요인은 기관 경영평가인 것으로 나타났다. 기관장의 경영평가 성과급이 높을수록, 기관의 녹색제품 구매 실적이 많을수록 기부금 지출 역시 증가하였으며 이는 경영평가 결과에 관심이 높은 기관과 기관장이 평가 결과 개선을 위한 경영전략의 하나로 기부금 지출을 활용함을 의미한다. 경영평가 사회공헌활동 배점의 축소가 기부금 지출을 유의미하게 감소시킨 추정 결과 역시 이러한 추정 결과를 뒷받침한다.

영문 초록

Public institutions in Korea make a considerable amount of expenditure on corporate donations. This paper examines what determines corporate donations of public institutions using the firm-level panel data on 150 public institutions in Korea, from 2019 to 2023. The estimation results show that the donation expenditures increase as the debt ratio is lower, and the effective corporate tax rate of previous period is higher. However, ROA is not related with donation expenditure. The results also find out that public institutions’ donations are affected by the government evaluation. Donation expenditures increase when the CEO of the public institution is paid higher bonus, and when the it purchases more environment-friendly products. In 2022, the government evaluation for public institutions assigned less points on corporate social activity. Year dummies are included to investigate the effect of an evaluation change, and the results show that donation expenditures remarkably decreases as less points are assigned.
