인터넷 담론과 의대입시경험을 통해 드러난 의대지역인재전형에 대한 인식 탐구

국문 초록

본 연구는 의대지역인재전형을 통해 한국사회의 지역인재할당제를 둘러싼 인터넷 커뮤니티의 담론들과 의대생들의 입시경험에 드러난 인식을 탐구하는데 그 목적이 있다. 입시관련 대표적인 인터넷 커뮤니티 5개에 올라온 의대지역인재전형 관련 담론과 의대입시를 경험한 의대생 5명과 학부모 2명을 심층면담한 내용을 통합적으로 분석하였으며, 연구방법은 인터넷 문화기술지를 활용하였다. 그 연구결과는 다음과 같다. 첫째, 의대지역인재전형 목표와 설계에 대한 문제제기로 ‘정책자체의 실효성 의심’, ‘근시안적인 정책 설계의 문제’, ‘지방소멸의 근본적 해결책 부재’로 드러났다. 둘째, 의대지역인재전형에 대한 부정적 평가로 ‘수도권 학생들의 역차별과 반능력주의’, ‘지방 학생들의 실력부족을 반증’, ‘지방의대의 낙인효과’, ‘지방 특권층을 위한 정책’으로 드러났다. 셋째, 의대지역인재전형에 대한 긍정적 평가로 ‘지방소멸 문제에 기여’, ‘지방 교육격차를 반영’, ‘나고 자란 지역에 남을 것이라는 믿음’으로 분석되었다. 넷째, 지방의 교육격차에 대한 이중적 시각을 보여주었는데 ‘실력이 있어도 교육격차 극복의 어려움’, ‘ 인터넷 강의로 교육격차 극복’으로 나타났다. 다섯째, 정책을 보완하는 대안으로 ‘지역 의무복무 기간 설정’, ‘지역인재 비율의 조정’, ‘지역 의무복무자 별도선발’, ‘편법 활용의 경계’의 순으로 분석되었다. 연구결과를 통해 다양한 입장에서 의대지역인재전형에 대한 인식을 분석한 의미를 밝히고 제도적 보완을 위한 제언을 담았다.

영문 초록

The purpose of this study is to explore the discourse in the Internet community surrounding the regional talent allocation system in Korea through the medical school regional talent selection system and the perceptions of young adults who have gone through the medical school admissions process. The discourse on the medical school regional talent selection system was analyzed through posts from five representative internet communities related to admissions, as well as in-depth interviews with five medical students and two parents who had gone through the medical school admissions process, using the methodology of internet ethnography. The findings are as follows. First, the goals and design of the medical school regional talent selection system were questioned, revealing ‘doubts about the policy's effectiveness’, ‘issues with shortsighted policy design’, and ‘the lack of a fundamental solution to regional depopulation’. Second, negative evaluations of the regional talent selection system for medical schools included claims of 'reverse discrimination and anti-meritocracy for students from metropolitan areas', 'proof of the incompetence of rural students', 'the stigmatizing effect of rural medical schools', and 'a policy benefiting privileged classes in rural areas'. Third, positive evaluations of the regional talent selection system for medical schools were analyzed as 'contributing to solving rural depopulation', 'reflecting disparities in rural education', and 'beliefs that students will remain in the region after graduation'. “Fourth, participants expressed a dual perspective on educational disparity in rural areas, noting both the 'difficulty in overcoming the disparity even for capable students' and the possibility of 'overcoming the disparity through internet classes'. Fifth, alternatives to improve the policy were suggested in the following order: 'implementing a mandatory local service period', 'adjusting the ratio of regional talent admissions', 'separately selecting students for mandatory local service', and 'the boundaries of exploiting loopholes'. The findings of this study provide insights into the significance of analyzing discourse and perception on regional talent selection in medical schools from multiple perspectives, along with suggestions for institutional improvements.
