국문 초록

비대칭 전략은 상대성이 있는 두 국가가 예측 불가능한 목표와 방법, 수단과 의지로 싸우는 전쟁 승리의 내재된 본질이라 할 수 있다. 금번 연구의 목적은 비대칭 전략의 형태를 중심으로 그 기원을 성경 속 전쟁 사례 분석을 통해 알아보고 함의를 도출하여 현존 및 미래의 위협에 대응한 한국군의 비대칭 전략의 발전방향을 제시하는데 있다. 연구 결과 비대칭 전략은 3,000년 전 성경 속 전쟁 사례를 비대칭 전략의 형태 면에서 분석한 결과 고대로부터 비대칭 전략이 전쟁승리의 본질적인 요소임을 확인할 수 있었다. 따라서 현존 및 미래의 위협에 대비한 한국군의 비대칭 전략 발전방향은 다음과 같다. 첫째, 주변국과 북한의 위협을 고려 균형적인 비대칭 전략 추구가 필요하며. 국방예산 측면을 고려하여 위협을 고려한 효과적인 대응이 요구된다. 둘째, 한국군은 상대적인 비대칭성을 강화해야 한다. 특히, 방법의 비대칭 전략 발전에 관심을 증대시켜야 한다. 셋째, 한국군은 국가총력전 차원에서 상대적인 비대칭성을 강화하여 북한이 비대칭 전략을 사용할 수 없는 여건을 조성해 가야 한다. 끝으로 평상시부터 많은 연구 및 토의와 군교육기관에서부터 비대칭 전략에 대한 연구, 토의 및 발전이 병행되어야 한다. 향후에도 비대칭 전략에 대한 이론적 논의를 활성화하여 비대칭 전략에 대한 핵심요소 도출, 실행방법 구체화로 한국군의 비대칭성이 발전되기를 기대한다.

영문 초록

The purpose of this study is to find out its origin through biblical analysis of war cases, focusing on the form of an asymmetric strategy, and to derive implications to suggest the direction of the development of an asymmetric strategy for the Korean military in response to existing and future threats. According to the study, an asymmetric strategy was discovered from ancient times to be an essential component of winning a war by examining biblical war cases 3,000 years ago in terms of an asymmetric strategy. As a result, the direction of asymmetric strategy development for the South Korean military in preparation for existing and future threats is as follows. First, it is necessary to pursue a balanced asymmetric strategy that considers the threat of North Korea as well as neighboring countries. An effective response that considers threats is required in consideration of the defense budget. Second, the Korean military should strengthen relative asymmetry. In particular, interest in the development of asymmetric strategies should be increased. Third, the Korean military should strengthen relative asymmetry at the level of a total national energy war to create conditions in which North Korea cannot use an asymmetric strategy.
