국문 초록

본 연구는 포괄적·점진적 환태평양 경제동반자협정(CPTPP) 가입의 경제안보적 의미를 평가하고, 현 시점에서의 가입 추진 전략을 제시하는 것을 목적으로 한다. 다자통상체제의 약화, 글로벌 보호주의 확산, 미·중 전략적 갈등, 공급망의 단절 및 왜곡, 그리고 아태지역 공급망의 재편 등으로 인해 경제안보의 중요성이 더욱 부각되고 있다. C PTPP 가입은 높은 수준의 시장 개방, 투자, 통관 등에서의 선진 규범의 도입으로 글로벌 경쟁력 강화, 중간재 조달 방식 다양화 등으로 아태지역 내 우리 공급망의 안정성에 기여할 수 있다. 특히, CPTPP의 완전 누적 원산지 규정은 역내 기업들에게 중간재 조달, 조립 및 가공 등 다양한 선택의 기회를 제공하고, 새로운 비즈니스 모델 창출을 가능하게 한다. 현재 국회 보고 단계에 머물러 있는 CPTPP 가입 절차를 촉진하기 위해 정부는 국회 및 피해산업과의 대화를 활성화하고, 대국민 홍보를 통해 적극적인 대내 협의를 진행해야 한다. 또한, CPTPP 국가들과의 대외협의 및 최대한 협상력을 강화할 수 있는 전략 마련도 필요하다.

영문 초록

Purpose: This study evaluates the economic security implications of Korea’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Research design, data, and methodology: Through a literature review, this paper examines the international trade environment as characterized by weakening of the multilateral trading system, the expansion of global protectionism, intensified U.S.-China strategic competition, disruptions in global supply chains, and the reconfiguration of supply chains in the Asia-Pacific region. Results: Accession to the CPTPP could contribute to the stabilization of Korea’s supply chains in the Asia-Pacific region by advancing market liberalization, attracting investment, introducing advanced standards for customs, enhancing global competitiveness, and diversifying the procurement of intermediate goods. In particular, the CPTPP’s robust rules of origin could offer regional companies’ some flexibility in managing global supply chains. Conclusions: The Korean government needs to expedite the accession process by actively engaging the National Assembly, potentially affected industries, and the general public through positive promotional efforts. It is important to advance the preliminary dialogues with CPTPP member countries. Korea should also develop a strategy that maximizes its negotiating leverage.
