해양경찰 구급직별 교육훈련 실무전이 극대화를 위한 교육체계 개선 방향에 관한 연구

국문 초록

해양경찰은 2014년 세월호 사고, 2017년 영흥도 낚싯배 사고 등 대형 인명사고를 계기로 해양경찰 구조 분야의 많은 변화와 발전을 가져왔다. 하지만 구조 이후 요구조자의 생명 연장과 안전확보를 위해 반드시 연계되어야 하는 구급 분야의 발전은 매우 미흡하다. 이는 해양경찰이 구조 실적에 대해 매우 적극적이고 민감한 것에 반해 구급분야의 인력 선발, 교육체계 발전과 현장 지원 등에는 소극적인 자세를 보이고 있기 때문이다. 이에 본 연구는 구급업무와 관련된 선행연구의 검토, 해양경찰 구급직별의 운영 실태와 문제점을 분석, 구급직별과 유사한 임무를 수행하는 다른 기관들의 응급구조사 교육체계 조사, 해양경찰 구급직별 경찰관을 대상으로 한 설문조사 등을 실시하였다. 이를 바탕으로 하여 프리셉터십 교육체계와 구급상황관리관 제도의 도입, 구급 대응 매뉴얼 개발, 교수요원 인력 충원, 최초반응자 교육 신설 등 효율적이며 현실적인 교육체계 개선 방안을 제시하였다.

영문 초록

Following the Ferry Sewol accident in 2014 and the Yeongheungdo fishing boat accident in 2017, the Korea Coast Guard have brought about many changes and developments in the rescue field. However, after the rescue, the development of the first aid field, which must be linked to extend the life and secure the safety of the rescuer, is very insufficient. This is because the Korea Coast Guard are very active and sensitive to the rescue performance, but are passive in selecting personnel in the emergency field, developing the education system, and supporting the field. Therefore, this study conducted a review of previous studies related to first aid work, an analysis of the operation status and problems of each the Korea Coast Guard first aid field, an education system survey of emergency rescue workers at other organizations performing similar tasks to each first aid field, and a survey of police officers by the Korea Coast Guard first aid field. Based on this, efficient and realistic ways to improve the education system were proposed, such as the introduction of a preceptorship education system and a first aid management system, the development of a first aid manual, the recruitment of faculty personnel, and the establishment of education for first responders.
