국문 초록
공적개발원조(ODA)의 배분 요인에 관한 선행연구에 따르면, 다수의 공여행위자는 수원국의 필요 또는 자국의 이익을 추구하기 위해 원조를 배분한다고 주장한다. 본 연구는 모든 수원국을 동일한 하나의 분석 단위(unit)로 접근한 기존 연구와는 다르게, 아프리카 권역별 수원국이 차지하는 상대적인 수준에 고려하여 원조 배분 요인을 고찰한다. 또한 아프리카에 대한 전체 원조뿐 아니라 유상원조와 무상원조를 각각 구분하여 배분 요인을 탐색한다는 점에서 선행연구와 차별적이다. 구체적으로 2012년부터 2021년까지 아프리카 수원국이 각 권역 내 차지하는 상대적인 경제적, 정치적, 인도주의적, 거버넌스 수준이 원조 배분과 어떠한 관계가 있는지를 살펴본다. 분석 결과, 수원국이 권역 내 다른 수원국에 비해 경제적 수준이 낮을수록, 정치적 수준이 높을수록, 인도주의적 필요 수준이 낮을수록, 거버넌스 수준이 높을수록 원조를 더 많이 배분받는 것으로 나타났다. 그리고 유상원조는 무상원조에 비해 수원국의 경제적 수준이 높을수록 더 많이 배분하는 점을 실증적으로 검증했다는 점에서 학술적 의의가 있다.
영문 초록
According to previous studies on the determinants of aid allocation, aid is distributed to pursuit of donor’s interests or recipient’s needs. Unlike these studies that focus on the state level of analysis, this study considers what factors on the relative level of recipients in African sub-regions affect aid allocation. Especially it is also different from previous studies in that it examines the determinants of ODA grants and loans. Specifically, it explores the relationship between the relative economic, political, humanitarian needs and governance levels and aid allocation in African sub-regions from 2012 to 2021. It finds that the lower the trade volume, the more the political network, the lower the humanitarian needs, and the higher the governance quality, the more aid was allocated to the recipients. In addition, this results shows that ODA loans are allocated to the recipients that the higher the trade volume.
