한국 대학 총장의 재정이사적 역할과 대학주도형 도시재생사업의 필요성

국문 초록

2020년대 한국의 지역대학은 수도권 중심의 대학서열화 관행에 학령인구의 감소가 더해져심각한 재정난을 호소하고 있지만, 학생들의 등록금 수입 이외에 중앙 정부의 재정지원에 의존하는 경향이 여전한 상태에서 벗어나지 못하고 있다. 하지만, 비수도권 대학이 지역사회에서의 산학협력을 통한 재원 마련과 학생들의 취ㆍ창업 여건 조성에 능동적으로 나서야 한다. 이 논문은 우리나라 지역대학이 재정위기 방안이면서 동시에 존재가치인 지방자치단체와 기업 등 지역사회와의 협력에 방점을 두고 이 시대 대학 총장에게 요구되는 재정이사적 역할과 대학주도형 도시재생사업의 필요성을 논한다. 이를 위해서 재정이사제와 관련한 해외사례에 비추어 대학 총장의 지역사회협력 사명을 강조하고, 그것을 구체화할 수 있는 유력한 정책으로서 대학주도형 도시재생사업을국내외 사례로 기존의 대학타운형과 비교한다. 그리고, 학령인구 감소에 대응하기 위한 일본의 도시재생 사업형 산학협력, 지방대 육성을 위한 지역협력협의회 구성, 최근 각 대학의 총장선거공약을 고찰하고, 구체적인 대학주도형 도시재생사업의 한 모델로 조선대학교의 입지환경을 살피고, 일련의 사업방안을 제시한다. 구체적으로 조선대학교 총장은 민립대학 정체성과 충장로 인근에 위치한 특성화적 요소를 활용하여주민과 지방자치단체의 필요에 근거한 도시재생사업을 구상할 수 있다. 그 내용은 충장로 아시아음식문화거리에 아시아 외국인 학생 특구 조성, 광주 첨단의과학센터 건립, 옛 전남도청을 중심으로 한 5ㆍ 18사적지 관광 개발 및 운용, 양림동 보건의료 역사문화 교육 및 홍보사업으로 구성된다. 여기에 부가적으로 학내 연구소를 통합 네트워킹한 학술용역회사 설립, 일반대학과 전문대학 간 상생모형인 유니칼 셰어링(Uni-Col Sharing), 조선대학교 일부 학과 또는 강좌의 수업 장소를 충장로 공실 공간으로이전하는 대신 상가회 소속 업체와 광주광역시 공사·공단 및 출자 또는 출연한 기관을 학내 공간으로들어오게 하는 방법, 이와 동시에 학교캠퍼스로 진입할 수 있는 일반도로 신설 등이 제안된다. 이 연구는 지금까지 지역대학이 도시재생사업을 주도했던 사례가 없다는 점에서 도전적인 시도이지만, 지역 고등교육 생태계를 복원하는 동시에 쇠퇴일로에 있는 지역경제 재생과 청년 일자리 창출에 기여할 것이라고 주장한다.

영문 초록

In the 2020s, local universities in Korea complained of serious financial difficulties due to a decrease in the school-age population due to the practice of sequencing universities centered on the metropolitan area, but they still tend to rely on central government financial support in addition to student tuition income. However, universities in the non-metropolitan area should actively raise funds through industry-academic cooperation in the local community and create conditions for students to work and start businesses. This paper focuses on cooperation with local governments and companies, which are both financial crisis measures and existential values of local universities in Korea, and discusses the financial transfer role required by university presidents and the need for university-driven urban regeneration projects. To this end, it emphasizes the university president's mission of community cooperation in light of overseas cases related to the financial director system and compares university-led urban regeneration projects with existing university town types as domestic and foreign cases. In addition, Japan's urban regeneration project-type industry-academic cooperation to cope with the decrease in the school-age population, the formation of a regional cooperation council to foster local universities, and recent presidential election pledges. Specifically, the president of Chosun University can devise urban regeneration projects based on the needs of residents and local governments by utilizing the identity of private universities and specialized factors located near Chungjang-ro. The contents consist of the creation of a special zone for Asian students on Chungjang-ro Asian Food and Culture Street, the construction of a Gwangju Advanced Science Center, the development and operation of May 18 historic sites centered on the former Jeonnam Provincial Office, and the education and promotion of Yanglim-dong health care history and culture. In addition, it is proposed to establish an academic service company with integrated networking of in-school research institutes, Uni-Col Sharing, a win-win model between general universities and colleges, and to allow companies belonging to the Gwangju Metropolitan City Corporation and invested or contributed institutions to enter the campus. This study is a challenging attempt in that there have been no cases in which local universities have led urban regeneration projects so far, but it will contribute to the regeneration of the local economy and the creation of youth jobs while restoring the local higher education ecosystem.
