인도의 다언어체계 속 영어교육 현황과 발전 방향

국문 초록

이 논문은 인도의 다언어체계에서 영어가 가지고 있는 효용성과 부작용을 비교 고찰하고, 지방 여성을 대상으로 한 영어교육의 시의적 필요성을 주장한다. 이를 위해서 인도의 영어 교육과 관련한 선행연구를 소개하고, 최근 OECD 자료를 통해 인도 영어교육의 특징과 문제점을 조명한다. 그 과정에서 25세에서 34세까지 연령층의 성별 대학학위 보유율 차이, 고등학교 미만 학력자 비율, 취업률, 초등학교와 중학교에서의 교사와 학생 수의 비율에 대해 분석한다. 그 결과, 영어가 힌두어를 포함한 다언어체계 속에서 선택할 수 있는 통합적 기능과 신자유주의 국제 환경에 적응할 수 있는 시의적 가치를 가지고 있음을 강조한다. 하지만, 도시와 농촌 등 지역에 대한 편견과 성차별적 관행 때문에 영어 교육이 보편적인 신분 상승 대신에 오히려 불평등한 사회구조를 공고하게 하는 부정적인 효과를 보여주고 있다. 마지막으로 이 논문은 인도 정부가 다언어체계 속 영어 교육의 지속가능한 발전을 기하기 위해서 교사의 수와 능력을 향상할 수 있도록 더 많은 예산을 편성할 것을 제의한다. 이때, 지방에 거주하고 있는 여성을 대상으로 한 교육의 수준이 영어교육의 타당한 지표가 될 것이다.

영문 초록

This paper compares the utility and side effects of English in India's multilingual system and argues for the timely necessity of English education for local women. To this end, previous studies related to English education in India are introduced, and the characteristics and problems of English education in India are highlighted through recent OECD data. In the process, the difference between the share of 25-34 year-old women and men with tertiary attainment, share of 25-34 year-olds with below upper secondary attainment, employment rates of 25-34 year-olds with below upper secondary attainment by gender, and ratio of students to teaching staff in primary and lower secondary education are analyzed. As a result, it is emphasized that English has an integrated function to choose from in a multilingual system including Hindi and a significant value of the time to adapt to the neoliberal international environment. However, due to prejudice and gender discrimination practices in regions such as urban and rural areas, English education has shown a negative effect of solidifying an unequal social structure instead of a universal rise in status. Finally, this paper proposes that the Indian government should compile a larger budget to improve the number and ability of teachers to ensure the sustainable development of English education in a multilingual system. At this time, the level of education for women living in rural areas will be a valid indicator of English education.
