小康县域的多维贫困表现及其政策含义

국문 초록

Counties are the main battlefield for China’s anti-poverty efforts, and the transformation of poverty alleviation policies in China after 2020 is closely related to the comprehensive construction of a moderately prosperous society. Therefore, poverty issues in moderately prosperous counties should receive more research. This article uses the Alkire-Foster method to analyze the multidimensional poverty performance of D County when it just entered a moderately prosperous society (multidimensional poverty incidence rate, multidimensional poverty index, contribution rates of various indicators, and differences between cities, towns, and villages). Based on this, three suggestions are proposed for the design of anti-poverty policies in the moderately prosperous counties: firstly, multidimensional poverty standards should be developed in stages; secondly, corresponding anti-poverty policies should be developed based on the unified multidimensional poverty standards within the county, but in specific policy design, emphasis is placed on solving the problem of multidimensional poverty in rural households; thirdly, when formulating anti-poverty policies, the contribution rates of different poverty indicators to the multidimensional poverty index are considered, and priority is given to poverty indicators that can achieve higher policy efficiency.

영문 초록

县域是中国反贫困的主阵地，中国2020 年后扶贫政策转型又与全面建成小康社会相关联，因此小康县域的贫困问题理应得到更多的研究。运用AF 方法，本文分析了D 县刚刚进入小康社会时的多维贫困表现（多维贫困发生率、多维贫困指数、各指标贡献率及其市-镇-乡差异），并据此就小康县域的反贫困政策设计提出了三点建议：一是分期制定多维贫困标准，二是基于县域内统一的多维贫困标准来制定相应的反贫困政策，但在具体的政策设计上偏重于解决农村家庭多维贫困问题，三是在制定反贫困政策时考虑不同贫困指标对多维贫困指数的贡献率，优先考虑能够实现更高政策效率的贫困指标。
