국문 초록

China is a major agricultural country, and issues concerning agriculture, rural areas, and farmers are fundamental to the nation’s reform, opening-up, and socialist modernization efforts. Farmers constitute the largest demographic group in China. Since the late 1970s, their quest to overcome poverty and backwardness marked the beginning of these reforms, significantly impacting the broader “three rural issues” (agriculture, rural areas, and farmers). This paper discusses the crucial role of agricultural and personal insurance in securing the livelihoods of Chinese farmers and their role in rural economic development. It analyzes the application and effectiveness of these insurance types in farmers’ lives and offers a series of strategic recommendations to enhance the utility and reach of these insurance tools, thus better serving the needs of farmers. Agricultural insurance helps mitigate the economic losses due to agricultural production risks, while personal insurance, particularly health insurance, is vital for protecting farmers from the risks of poverty due to illness. The paper argues that using insurance to secure agricultural development and cover medical expenses can address farmers’ livelihood issues, facilitating the resolution of the three rural issues and enhancing rural revitalization.

영문 초록

我国是一个农业大国，农业、农村和农民问题，始终是关系改革开放和社会主义现代化建设全局的根本性问题。农民是我国人口最多的群体，20 世纪70 年代末，农民改变贫穷落后现状的探索拉开了改革开放的序幕，农民的生计问题影响整个三农问题。本文探讨了农业保险和人身保险对中国农民生计保障的重要性及其在农村经济发展中的角色，分析了农业保险和人身保险在农民生活中的应用和作用，提出了一系列对策和建议，以增强保险工具的效能和覆盖范围，更好地服务于农民的需求。农业保险有助于缓解由于农业生产风险带来的经济损失，人身保险特别是医疗保险，对于保护农民免受因病致贫的风险具有重要意义。本文认为通过保险来保障农业的发展和农民医疗损失，解决农民的生计问题，有利于解决三农问题，更好的实现乡村振兴。
