국문 초록

The poverty of the new urban population can be examined and measured from five dimensions: material, ability, spiritual, health, and welfare. Its multidimensional poverty characteristics are reflected in fluidity, relativity, heterogeneity, and intergenerational transmission.The causes for the multidimensional poverty of the new urban population include the lack of their own ability resources and comprehensive literacy, the exclusion and discrimination of urban stakeholders, the lag in the construction of rights protection mechanisms, and the insufficient supply of public services.The correlation between the multidimensional poverty characteristics and main causes of this population greatly increases the difficulty of poverty alleviation and lead to the inefficiency or ineffectiveness of traditional poverty alleviation methods.

영문 초록

新市民群体的贫困可从物质、能力、精神、健康和福利五个维度进行考察和测量，其多维贫困特征体现为流动性、相对性、异质性和代际传递性。导致新市民群体多维贫困的原因包括其自身能力资源和综合素养的欠缺性、城市相关方的排斥性和歧视性、权益保障机制建设的滞后性及公共服务供给的不足性。该群体多维贫困特征与主要成因之间存在的关联性极大提高了扶贫难度，导致传统扶贫手段低效或失效。
