국문 초록

Japan, like Korea, has well-developed shipbuilding and shipping industry and has been making efforts to reduce carbon emissions in the shipping sector. What is different from Korea is that the proportion of coastal shipping in Japan is relatively high, so rather than grouping climate change response policies into the category of ‘ship’ like Korea, Japanese government is implementing policies to support eco-friendly ships under two categories, ‘international shipping’ and ‘coastal shipping.’ The main policy paper in the field of international shipping is the ‘Roadmap toward Zero-emission in International Shipping’, which consists of a strategy to participate in IMO regulatory discussions and R&D support for ‘zero-emission ships’ which is provided by a large-scale Green Innovation Fund. The main policy document in the field of coastal shipping is the ‘Summary of Review Committee for the Promotion of Coastal Shipping Carbon Neutrality’, and as a short-term policy, it is promoting the distribution of ‘connected energy-saving ships’ and the use of bio fuel in existing ships. As a mid- to long-term policy, R&Ds are supported, similar to international shipping, but the performance of existing budget projects semms to be relatively poor.
