건설현장 소방안전관리 개선방안에 관한 연구

국문 초록

본 연구는 국내 주요 화재사례를 분석하고, 국내기준과 해외기준의 규제 수준 및 소방안전관리자의 수행업무를 고찰하고 건설현장의 소방안전관리 실태를 조사하였다. 그 결과 건설현장에서 소화기는 보행거리 기준으로 배치가 요구되었고, 규정변경으로 사용할 수 없게 된 가설펌프 연결형 고정식 간이소화전을 간이소화장치의 설치방식 중 하나로 인정할 것을 제안하였다. 비상경보장치는 음성방송이 요구되었고, 간이피난유도선은 비상구 표지와 피난통로 확보 기준이 필요하였으며, 소방안전관리자선임을 현재 건설 중인 현장에도 소급적용하여 화재 안전을 도모하도록 개선방안을 제시하였다.

영문 초록

This study analyzed cases of major domestic fire, considering the regulatory levels pertaining to domestic and international standards and the work performed by fire safety managers. The current status of fire safety management at construction sites was also evaluated. Based on the results, fire extinguishers at construction sites should be placed within walking distance, and it was proposed that fixed simple hydrants connected to temporary pumps, which have become unusable owing to changes in regulations, should be recognized as simple fire extinguishing devices for prospective installation. Emergency alarm devices require voice warnings, and simple evacuation guidance lights require emergency exit signs and standards to secure evacuation routes. Improvement measures were presented for promoting fire safety through the appointment of fire safety managers at sites currently under construction.
