국문 초록

동북아 비즈니스 중심 국가를 실현하기 위하여 지정된 경제자유구역은 외자유치 실적이 기대 수준 이하로 나타나면서 다양한 문제점이 드러나고 있다. 따라서 본 연구는 송도 경제자유구역을 중심으로 법・제도적인 측면에서 개선방안을 제시하고자 하였다. 법・제도적인 측면에서 주요 문제점은 크게 조세 및 법인세 감면, 인센티브제도의 외국인투자기업에 대한 제한적 혜택, 우리나라 경제자유구역의 과다 지정, 사업 추진체계의 중앙정부와 지방정부의 이원화에 따른 업무 효율성 결여 등이다. 이에 대한 개선방안으로 본 연구는 인센티브 부여 등 경제자유구역청의 재량권 확대, 국내기업에 대한 수도권 규제완화 방안, 국내 경제자유구역별 핵심 산업 집중 육성방안, 행정절차 간소화 및 원스톱서비스 구현방안을 제시하였다. 경제자유구역 사업의 궁극적인 목적이 외자유치, 국가경쟁력 강화, 지역경제 활성화라면 이러한 취지에 부합하기 위해 지속적인 쇄신정책을 수반하여, 세계적으로 경쟁력 있는 경제자유구역으로 도약할 수 있는 계기로 삼아야 한다.

영문 초록

As attraction of foreign capital figure has fallen short of expectation, a number of problems are being issued in Free Economic Zone(FEZ), which is designated to fulfill Northeast Asia as a central business country. The purpose of this study is to propose an improvement plan on both institutional and legal aspect especially regarding Songdo FEZ. The major issues considered are tax and corporate tax exemption, limited benefit of incentive system on foreign invested company, excessive designation of nation FEZ, lack of business efficiency according to the dualized system of central government and local government, etc. This study suggests incentive granting such as expanding the discretionary power of FEZ Authority, alleviation of regulations on capital areas on domestic company, intensive promotion of core industry, simplification of administrative procedures and embodiment of one-stop service. As the ultimate purpose of FEZ is to attract foreign capital, enhance national competitiveness, revive regional economy, there is a need to innovate the policy consistently and eventually this could help FEZ to be globally competitive.
