국문 초록

한미동맹을 어떻게 유지 및 발전시켜야 하는가? 전시작전통제권 조기 전환과 같은 동맹 변화와 관련된 핵심 정책들을 어떻게 추진해야 할 것인가? 현재 한미동맹은 매우 안정적이고 견고한 모습이다. 그러나 한반도 및 지역안보환경이 급격하게 변화함에 따라 동맹관계도 크게 영향을 받지 않을 수 없다. 트럼프 정부의 새로운 아태 정책 및 동맹정책, 중국의 강대국화에 따른 미중 간 갈등과 대립의 증대, 북한 핵무기 능력의 실제화와 ICBM 개발, 한국의 대북정책 변화와 전작권 전환 조기 추진 등은 동맹의 새로운 발전을 요구하고 있다. 본 논문은 한미동맹의 변화에 영향을 줄 수 있는 제 변수들을 분석하여 향후 한반도 안보환경의 변화방향을 종합적으로 평가하고 있다. 이러한 평가를 기반으로 한국이 향후 한미동맹의 주요 이슈에 어떻게 대응해 나가야 할 것인가에 대한 정책방향을 제시한다. 무엇보다 한국안보의 패러다임 전환을 추동하는 전작권 조기 전환을 위한 주요 도전요소와 극복방안을 분석하고 있다. 각국이 국익중심의 정책을 본격화하고 있는 상황 속에서 동맹을 효과적으로 관리하며, 미래지향적으로 발전시키기 위해서는 우의 셈법만 중시하는 것이 아니라 미국의 셈법을 정확히 이해하여 대응할 수 있어야 한다.

영문 초록

How to effectively maintain and develop ROK and U.S. alliance? What policy should be taken to tackle and resolve key alliance issues such as early OPCON transfer in changing environment? ROK-US alliance appears to be stable and robust at the moment. Nevertheless, it is inevitable that rapidly changing security environment on the peninsula and in the region would greatly impact to the alliance relation. Demand for alliance change would be driven by new Asia-Pacifc and alliance policies of the Trump administration, increasing US-China conflict and rivalry caused by growing Chinese power, North Korea's actualization of nuclear weapon capability and ICBM development, and South Korea's North Korea policy and early OPCON transfer. This paper comprehensively evaluates South Korea's security environment through analyzing these major variables on the alliance. On the basis of this evaluation, it proposes policy directions South Korea should take to counter to the challenges of the alliance. Above all, it examines how to get over the barriers for carrying out early OPCON transfer. In order to effectively manage the alliance and develop it in a future-oriented strategy, we should take appropriate measures with thorough understanding of U.S. interests, rather than to focus solely on our interests.
