한국 발달장애인의 특수교육의 궁극적 성과 지수 개발

국문 초록

본 연구에서는 우리나라 발달장애인 특수교육의 궁극적 성과 지수 모형을 개발하여 성과 지수를 산출 하였다. 이를 위해 문헌분석에 기초하여 ‘2021년 발달장애인 일과 삶 실태조사’로부터 549명 발달장애인(지적 장애인과 자폐성장애인) 자료에서 특수교육의 궁극적 성과 하위영역과 지표를 선택하여 구성하였다. 성과 하 위영역 및 지표의 내용타당도 검증을 위해 특수교육 전문가 20인을 대상으로 적합도 평정을 실시하였다. 그 결과 8가지 하위영역 및 22개 지표를 확정하였다. 8가지 하위영역은: (1)고용, (2)중등이후교육, (3)자기관리 및 가정생활 역량, (4)일상생활 공통 역량, (5)지역사회생활 참여, (6)자기결정 역량, (7)건강 유지, (8)삶의 만족 도를 포함한다. 특수교육의 궁극적 성과의 하위영역 간 및 지표 간 상대적 중요도를 판별하기 위해 특수교육 전문가 20인을 대상으로 계층화분석법의 쌍대비교를 활용한 상대적 중요도 평정을 실시하였다. 그 결과 성과 하위영역별 및 지표별 가중치를 산출하였고, 가중치를 반영하여 ‘특수교육의 궁극적 성과 지수’를 산출하였다. 구성타당도 검증 결과, 각 하위영역 및 지표들이 상호상관성을 가지는 동시에 독립성이 확보되어 모든 영역 간의 타당성이 확보된 것으로 나타났고, 모형적합도도 양호한 수준인 것으로 나타났다. 본 연구는 특수교육의 성과에 대한 논의가 증대되는 현시점에 발달장애인을 중심으로 우리나라 특수교육의 궁극적 성과를 개념화하 고, 성과 지수를 개발한 첫 연구로 의의가 있다. 특수교육의 궁극적 성과 개념과 지수는 후속연구에서 사용되 어 발달장애인의 학령기 교육의 질 제고 노력과 고등학교 졸업 후 성과에 대한 국내외 학계 및 교육현장 논의 의 활성화에 기여할 수 있다.

영문 초록

The purpose of this study was to develop SPecial education’s Ultimate Outcome Index(SP-UO-Index) for individuals with intellectual and developmental disabilities(IDDs). The “2021 Work and Life Survey for the Individuals with Developmental Disabilities” data from the Korea Employment Agency for the Disabled(KEAD) was used. The data of 549 individuals with IDDs was analyzed. The 8 sub-areas and 22 indicators of “the ultimate outcome of special education” were confirmed using suitability assessment from a panel of special education experts: six university professors of special education and 14 special education teachers. The special education’s ultimate outcome index for individuals with IDDs was developed and validated using the Cronbach’s α coefficient and Pearson’s correlation index. In order to confirm the overall model fit of the index, χ2, RMSEA, CFI, and TLI were analyzed. The ultimate outcome of special education consisted of the 8 sub-areas: employment, postsecondary education, self-care and domestic living skills, daily living common competence, community participation, self-determination, health maintenance, and life satisfaction. This study is significant in that it was the first to conceptualize the ultimate outcome of special education for individuals with IDDs and develop the special education’s ultimate outcome index in Korea. Furthermore, this index could promote further domestic and international discussions on the quality enhancement of schooling and the postschool outcomes for students with IDDs.
