보건·복지 공무원의 역량 강화를 위한 교육적 요구도 분석

국문 초록

이 연구의 목적은 코로나19 이후 변화된 보건·복지 공무원의 역량을 강화하고 실제적인 업무능력향상에 필요한 교육적 요구를 분석하는 것이다. 연구의 목적을 달성하기 위하여 선행연구 분석 및직급별로 구성된 12명의 보건·복지공무원을 대상으로 FGI를 실시한 결과 30개의 교육적 요구를 도출하였다. 이러한 내용을 토대로 작성한 설문지를 보건복지 공무원을 대상으로 온라인 플랫폼을 통해응답받았으며, 참여한 인원은 모두 240명이다. 수집한 자료는 Borich 요구도 공식과 The Locus forFocus Model을 통해 요구분석을 하였으며, 두 가지 방법에서 도출된 우선순위 중 중복된 요인 8가지 영역을 최우선 요인으로 제시하였다. 도출된 최우선순위의 교육적 요구는 디지털 역량, 대상자특성별 의사소통 기술, 보건·복지 서비스 이해와 사례, 지역사회 재난재해 지휘 및 관리, 보건·복지연계 실무, 고충처리 상담기법, 조직 간 갈등 이해 및 조정, 셀프 리더십으로 나타났다. 이러한 결과는 보건·복지 공무원의 역량 개발과 전문성 향상을 위한 교육체계 수립에 필요한 기초자료로 활용할수 있을 것이다.

영문 초록

The purpose of this study is to analyze the educational needs of health and welfare officialswho have changed after COVID-19 to strengthen their competencies and improve their practicalwork skills. To fulfill the purpose of the study, 30 educational needs were identified throughthe analysis of previous studies and FGIs with 12 health and welfare officials organized byposition. Based on these, a questionnaire was created and sent to health and welfare officialsthrough an online platform to receive responses, with a total of 240 participants. The collecteddata was analyzed using the Borich Needs Formula and The Locus for Focus Model, and theeight areas with overlapping factors among the priorities derived from both methods werepresented as the top priorities. The top priority educational needs identified were digitalcompetencies, communication skills tailored to subject characteristics,, understanding andpracticing health and welfare services, disaster and crisis command and management in localcommunities, integrated practices in health and welfare services, counseling techniques foraddressing grievances, understanding and mediating inter-organizational conflict, andself-leadership. These results can be used as a basis for establishing an educational system todevelop the capacity of health and welfare officials and improve their professionalism.
