소방력 충원 효과성 분석에 관한 실증연구

국문 초록

본 연구는 소방력에 대한 이론적 배경을 탐색적으로 살펴보고, 소방력 2만 명 충원사업에 대한 효과성을 분석하기 위하여 소방공무원을 대상으로 설문조사를 실시하였다. 설문조사를 통해 소방력 2만 명 충원 효과성 분석을 바탕으로 소방력 배치를 위한 정책적 시사점을 제시하는 데 목적이 있다. 연구의 결과 「소방력 기준에 관한 규칙」개정을 개정하여야 하고, 인력의 규모와 활용과정을 효과적으로 통제할 수 있는 유동정원제를 도입하여야 한다. 복수의 직무수행이 가능한 숙련자를 양성하여 멀티 소방관 제도를 도입해야 하고, 야간근무 시간을 최소화할 수 있는 4조 2교대 제도를 도입하여야 한다. 현장활동 투입소방력을 나타내는 출동인원 및 출동차량(소방소티)를 통해 소방활동 실적을 제대로 파악하여야 한다.

영문 초록

This study explores the theoretical background of firepower, In order to analyze the effectiveness of the project to recruit 20,000 firefighters, a survey was conducted targeting firefighters. The purpose of the survey is to present policy implications for the deployment of firefighting forces based on the analysis of the effectiveness of recruiting 20,000 firefighters. As a result of the research, the 「Regulations on Fire Power Standards」 should be amended, A flexible quota system that can effectively control the size and utilization of manpower must be introduced. It is necessary to introduce a multi-firefighter system by cultivating skilled workers capable of performing multiple duties. A 4-team, 2-shift system that can minimize night shift hours should be introduced. It is necessary to properly understand the performance of firefighting activities through the number of dispatched personnel and dispatched vehicles(firefighting sortie), which indicate the firefighting power of field activities.
