국문 초록

목적 본 연구는 교육복지가 정책으로 전개되는 과정에서 놓치고 있던 중요한 교육적 본질과 가치가 무엇인지를 살펴보고, 향후 교육복지 정책의 발전을 위한 시사점을 도출하고자 하였다. 방법 본 연구에서는 Bacchi의 WPR을 분석틀로 활용함으로써 교육복지 정책을 하나의 담론으로 간주하고, 교육복지 정책에서 ‘문제’와 해결방안이 구성되는 방식을 ‘문제화의 역사적 기원과 문제 재현 방식의 변화’, ‘문제화로 인한 현상’, 재현된 문제에 대한 재해석’으로 구분하여 살펴보았다. 결과 본 연구에서는 복지포퓰리즘 담론을 통해 정치적 수단으로 전락한 교육복지 정책은 ‘학생’을 배제한 채, ‘사업’으로 변질된 것으로 설명될 수 있었다. 또한, 교육복지가 문제화되는 역사적 과정에서 학교 구성원들 역시 교육복지를 교육이 아닌, 사회복지의 한 영역으로 인식하게 되어 ‘누가’ 사업을 담당할 것인지에 집중하게 만들었다. 결론 본 연구에서 도출된 결과를 토대로 교육복지가 ‘학생맞춤통합지원’ 정책으로 전환되는 과정에서 요구되는 교육적 숙고와 관련 법 제정의 필요성을 제언하였다.

영문 초록

Objectives This study examines the important educational essence and values that have been missed in the process of educational welfare developing into a policy. Through this, it was intended to derive implications for the development of educational welfare policies in the future. Methods In this study, Bacchi's WPR was used as an analysis framework. Therefore, educational welfare policy was regarded as a discourse, and the way “problems” and solutions were composed in educational welfare policy was divided into “change in the historical origin of problem and method of reproducing problem,” “phenomenon caused by problem,” and reinterpretation of reproduced problem.” Results In this study, it could be explained that the educational welfare policy, which has been reduced to a political means through the discourse of welfare populism, has been transformed into a “business” while excluding “students.” In addition, in the historical process of becoming a problem with educational welfare, school members also recognized educational welfare as an area of social welfare, not education. This has led to a focus on who will be in charge of the “who” business. Conclusions Based on the results derived from this study, it was suggested that educational consideration and the necessity of enacting related laws required in the process of converting educational welfare to ‘integrated support tailored to students’.
