As of the end of June 2022, 19 domestic distant-water fishing vessels were caught 23 times violating the minimum boarding standard stipulated in the Ships Officers Act. The 'minimum boarding standard' is a system to prevent maritime safety accidents and minimize human casualties during operation. In order to ensure the effective implementation of this system and the safety of fishing vessels and the fishing crew members during operation, the government's urgent countermeasures are required. In the case of Japan, which has a similar fishery structure and related legal system to Korea, Japan, as a member of the STCW-F agreement, applies the minimum crew standard per ton of fishing vessel and the minimum number of people on board to prevent safety accidents of fishing vessels in operation. In addition, it was found that the Japanese government is promoting various policy projects to secure and nurture high-quality fishery personnel with appropriate expertise. Specifically, it was found that Japan is applying policies such as the fishing manpower training system, training and training of foreign seafarers, and relaxation of related laws. Japan's self-rescue efforts suggest that the government's institutional support is needed to solve fundamental problems so that essential manpower can be supplied smoothly and stably, as well as strengthened regulations through laws and regulations throughout the domestic distant-water fisheries and fisheries industry
