국문 초록

본 논문에서는 코로나 시기를 거치며 변화한 EU의 청년정책 패러다임을 고찰하였다. 2018년 EU는 2019~2027년 기간의 청년정책 전략에 대해 관여(Engage), 연계(Connect), 권한이양(Empower)의 목표 하에 구체화하였다. 동 전략은 교육과 노동시장에서 젊은이들에게 더 많은 기회를 평등하게 제공하기 위한 전략적 목표를 담고 있다. 해당 프레임워크는 EU 내 청년들의 적극적인 시민의식, 사회적 통합 및 연대를 촉진함으로써 유럽 젊은이들의 상황을 개선하기 위해 마련되었다. 기존의 청년정책이 지역 간 이질성 극복과 연대와 다양성을 강조하는 차원에서 전략화되었다면, 코로나 위기를 겪으며 청년의 취업과 교육 기회 확대, 기술 능력 확대 등 국가 차원의 청년정책을 보완하는 차원에서의 강화가 진전되었음을 지적할 수 있다.

영문 초록

In this paper, the EU's youth policy paradigm that has changed through the corona period is considered. In 2018, the EU specified its youth policy strategy for the period 2019-2027 under the goals of Engage, Connect, and Empower. The strategy contains a strategic objective to provide more equal opportunities for young people in education and the labor market. The framework is designed to improve the situation of young people in Europe by promoting active citizenship, social integration and solidarity among young people within the EU. If the existing youth policies were strategized at the level of overcoming heterogeneity between regions and emphasizing solidarity and diversity, the strengthening of youth policies at the national level, such as expanding employment and educational opportunities for young people and expanding technological capabilities, while going through the corona crisis progress can be noted.
