국문 초록

얼굴인식 기능이 탑재되어 있는 지능형 비디오 감시체계는 현실의 형상을 그대로 재현하는 데 국한되어 있는 것이 아니라 이미 입력되어 있는 다른 정보와 자동적으로 비교하는 과정을 거쳐 경찰 등 수사기관이 특정한 목적으로 수집해 둔 정보를 얼굴인식을 위하여 활용한다. 여기에서 얼굴인식기술 활용 수사기법의 문제점으로 제기되는 감시사회에 대한 우려, 프라이버시에 대한 위협, 목적 외의 사용에 대한 우려, 얼굴인식기술의 미완성 등은 단순히 특정 법률의 몇몇 조문을 신설하거나 개정하는 차원을 뛰어넘어 지능형 비디오 감시를 통한 ‘감시사회’의 일상화로부터 개인의 기본권을 어떻게 보호해야 할 것인지를 심도 있게 논의해 나갈 필요가 있다.

영문 초록

Intelligent video surveillance system equipped with face recognition function is limited to reproducing the shape of reality as it is. In addition, the information collected for a specific purpose by an investigative agency such as the police is used for face recognition through the process of automatically comparing with other information that has already been entered. Here, it is raised as a problem of the investigative technique using face recognition technology. In other words, concerns about surveillance society, threat to privacy, concerns about use other than purpose, and incompleteness of face recognition technology. These problems go beyond simply establishing or revising some provisions of a specific law, and it is necessary to discuss in depth how to protect the basic rights of individuals from the routine of 'surveillance society' through intelligent video surveillance.
