국문 초록

본 연구의 목적은 기존의 사회복지정책의 통합적 분석틀의 수정·보완을 통해 모색된 통합적분석틀을 활용하여 한국 노인복지정책의 문제점을 파악하고, 그 문제점을 해결하기 위한 개선방향을모색하는데 두었다. 한국 노인복지정책의 내용분석을 통해 노인복지정책의 대상, 영역, 전달체계와재원 등의 문제점들을 파악하였다. 그리고 노인복지정책의 가치분석을 통해 노인복지정책의 내용이노인권리를 어느 정도 보장하는가를 확인하고자 하였다. 노인복지정책의 통합적 분석을 통해 모색된문제점에 대한 개선방향으로는 노인복지정책 대상의 확대, 노인복지정책 서비스의 내실화와 다양화,독립적인 노인복지정책 전달체계의 확립, 노인복지정책 재원의 충분한 확보 그리고 노인권리의 강화등이 제시되었다.

영문 초록

The purpose of this study is to grasp the problems of welfare policy for the elderly in Koreaand suggest its improving directions through using the analytic framework which modified andsupplemented the existed integrated policy analysis framework of social welfare policy. Withcontents analysis, the problems of target, service areas, delivery system and finance of thewelfare policy for the elderly in Korea have been investigated. And value analysis has beenused in finding out how the contents of the welfare policy for the elderly in Korea fullyensured the right for the elderly. The improving directions of the welfare policy for the elderlyin Korea have been suggested as follows ; expanding the target and unifying the age of theelderly, fulfilling and diversifying services, reconstructing the delivery system, fully securingfinance and strengthening the rights of the elderly.
