영문 초록

Upon retrospection on the past public and regime’s policies, this article observed various problems in connection to travel and tourism policy implementations and suggested future tasks ahead. Based on development philosophies such as “development from within”, the authors emphasized considerations on the local community impact when tourism development programs are implemented. The authors also discussed some macro-polices such as the balance of tourism trade, tourism product development, and tourist accommodations legislation including private guesthouses. It also criticized the problems of the past tourism development plans such as the tourism special districts. Ways of developing amenable tourism resources were suggested.
