국문 초록

후쿠시마 원전사고 이후 신속한 사회적, 경제적 활동재개를 위해 비상단계에서 복구단계로의 순조로운 전환의 중요성이부각되면서 최근 국제원자력기구는 전환단계와 복구단계의 대책에 관한 권고 및 지침을 발간하고 있다. 대비단계에서 복구관리체계를 수립하는 것은 복구과정의 효율적 관리와 복구목표의 달성을 보장하는 핵심이다. 본 연구는 복구관리체계 수립의일환으로 전환 및 복구단계의 거버넌스 측면에서 원자력시설 등의 방호 및 방사능방재 대책법의 개선안을 도출하였다. 이는 전환 및 복구 동안의 활동을 총괄하는 정부 차원의 전담조직 설치와 그 운영체계의 수립, 정부와 지자체 간의 복구를위한 책임과 역할의 정립으로 요약된다. 본 연구는 원자력사고 전환 및 복구 단계의 거버넌스를 강화하기 위한 관련 법과매뉴얼 개정의 입력으로 활용될 수 있다.

영문 초록

Since the Fukushima nuclear power plant accident, the importance of a smooth transition from the emergency phase to the recovery phase has been highlighted for the prompt resumption of social and economic activities. Recently, the IAEA has published its recommendations and guidelines on the arrangements that can be made to facilitate the transition from emergency to recovery phases. The development of a recovery management framework in preparedness is key to ensuring that the recovery process is managed effectively and the objectives of recovery are met. As part of this framework, this study has drawn up an improvement plan for the “Act on Physical Protection and Radiological Emergency” in terms of governance of the transition and recovery phases. This plan is summarized in the establishment of a government-level dedicated organization to oversee the activities that take place during transition and recovery, as well as its operating system and assignment of responsibilities and roles between the local and national governments in recovery. The results of this study could be used as input to revise related laws and manuals to strengthen governance during the transition and recovery phases that follow a nuclear accident.
