In generally, it is said that the colonization of Siberia in Imperial Russia was performed by intentional plan of imperial government. But this paper explains that since the annexation of Siberia by the civilians, it had been organizing military expedition and provincial government. This trend was continued to the beginning of 18th century at least. Czar Ivan IV seldom interested to the territory annexed by the Stroganov family and Ermak. In the process of conquering an Empire did not prepared systemic organization and army. In spite of these noneffective policies, unexploited territories in Siberia were annexed in fast tempo. Territorial expansion continued eastwards throughout the 17th century and the relatively few native inhabitants of Siberia were easily overcome, thanks to the superiority of Russian arms and eventually numbers. In the following century Russian conquest continued in a north-easterly direction. At last in the period of Peter the Great were begun systemic investigation and expedition. But impetus in this direction was being lost with increasing distance and possibly loss of interest. The growth of the Russian Empire was accompanied by an explosion of Slav settlers, who first moved southwards into the fertile steppe lands, and then eastwards across the Ural Range and into Siberia searching fur and resources. After then imperial government settled political and administrative system.
