국문 초록

본 연구는 국가경쟁력지수의 산정에 있어서 연성자료의 비중이 높아 주관성이 강하다는 비판을 받고 있는 IMF 및 WEF 국가경쟁력지수의 타당성을 입증하기 위해 전통적인 계량경제기법으로 평가항목의 가중치를 산정하고 이를 바탕으로 새로운 국가경쟁력지수를 추정함으로써 IMD 및 WEF 국가경쟁력지수에서 나타나는 연성자료에 의한 편의(bias)를 분석하고 또한 안정성을 검정해 보려는 시도이다. 계량경제기법으로는 주성분분석(principal component analysis)을 원용하였는데 이 기법은 통계적으로 주성분벡터를 활용하여 분석을 위한 각 변수의 가중치를 산정함으로써 실증분석에서 주관성을 배제시킬 수 있는 방법이다. 연구결과에 의하면 IMD 국가경쟁력지수의 경우에는 연성자료를 사용하더라도 그 산정방법이 점차 정교해지면서 개선되고 있음을 알 수 있다. 한편, WEF 국가경쟁력지수의 경우에는 산정방법이 크게 개선되고 않고 있으며 지나친 연성자료의 사용으로 주관성이 강한 국가경쟁력지수일 가능성이 있는 것으로 분석되었다.

영문 초록

The research paper is basically designed to evaluate the stability of the IMD and the WEF world competitiveness indexes by employing the principal component analysis. Both indexes are tentatively judged as biased due to the fact that the survey datum which are known as soft datum are too much strongly restricted in nature and highly weighted on the soft datum in the procedure of forming the indexes. Since such a point plays for a main source of the biased indexes, it would be a crucial weakness of the indexes. It implies that both of biased indexes should be adjusted to be an objective indexes. The principal component analysis is one of the best econometric frameworks which provides the weighting procedure of the variables in economic analysis. The procedure of the principal component methodology makes enable to identify principal component vector or the largest eigenvector, and it can be utilized as a weighting index. And thus it would be possible to exclude subjective component from the datum by adopting the procedure. The result revealed that the IMD world competitiveness index is superior to the WEF world competitiveness index in terms of its stability. The biased effect caused by the survey datum or the soft datum in forming the IMD world competitiveness index is weaker than the one in the WEF world competitiveness index. And, therefore, it means that the subjectiveness is hardly be excluded from the WEF world competitiveness index.
