국문 초록

후발 군수산업국가인 브라질이 ‘80년 중반 이후 무기수출국가로 등장하게 된 배경에는 군수산업화의 동기를 부여하고 명확한 목표를 설정, 이를 강력하게 추진한 브라질 정부의 역할이 있었기 때문에 가능하였다. 따라서 브라질 군수산업화를 이해함에 있어 이러한 정부의 개입과 참여현상을 간과하고서는 문제의 본질에 접근할 수 없다. 브라질 정부, 특히 역대 군사정부가 군수산업화를 정권적 차원에서 추진한 배경은 국제정치적 역학관계의 고려, 군부의 국내 정치개입의 정당성 확보, 그리고 경제발전이라는 다원적 목표달성을 위한 수단으로 간주하였기 때문이다. 오늘 날 대부분의 후발 군수산업국가처럼 브라질 군수산업은 매우 어려운 여건에 직면해 있다. 20세기말 중동에서의 몇 차례의 전쟁, 탈냉전 이후의 국제질서 재편은 브라질 군수산업을 장기적 불황으로 이끄는 요인으로 작용하고 있다. 특히 탈냉전의 새로운 국제질서는 무기수요의 감소와 국제시장을 둘러싼 선진 군수산업국간의 치열한 시장쟁탈로 브라질처럼 중급의 무기체계를 생산하는 군수산업국가의 입지는 더욱 어렵게 하고 있다. 따라서 이 글에서는 브라질 군수산업화 전 과정에서 나타난 정부의 개입 배경, 유형과 과정, 그리고 군수산업화 결과에 대한 평가와 분석을 통해 21세기 변화된 군수산업환경에 직면한 브라질 정부의 대응책과 그 해결방안을 제시함으로써 후발 군수산업국가의 정책방향에 대한 유익한 전략적 길라잡이 역할을 할 것으로 기대된다.

영문 초록

The primary objective of this paper is to analyze the relationships between Brazilian government and the military industrialization in the whole process of militarization of Brazil. This paper also assesses the costs and benefits in which Brazilian government intervention has been noticed in military industrialization in establishing a various types of military industrial firms, R&D institutions, weapons systems. Thus we will analyze Brazil government engagement policy of how and to what extent to impacts or implications on managing the Brazilian military industry from the period of 19th century to early 21st century. We also assess Brazilian government performance that provided a organizational and financial framework with clear objectives, managed the activity of defense firms irrespective of ownership. Brazil's military industrial policy of boosting its military production has been a source of friction with foreign countries, in particular, U.S. Thus Brazilian government finds new lines of policy to invest resources its independent R&D program as well as cooperate with Western European countries. Brazil government must have access to defense related high technology to up-grade its military industrialization and set up a well designed military industrial plan to overcome obstacles in coming a near future.
