중국의 외국인투자유치정책과 한국의 정책적 대응

국문 초록

본고는 “세계의공장”으로서 향후 세계경제에서 중심적인 역할을 하게 될 중국의 외국인투자유치정책을 검토하고 이에 대한 한국의 정책적 대응방안을 제시하는데 초점이 맞추어져 있다. 중국이 “개혁․개방”을 주창한 이후 시장경제체제화를 계속 추진해왔으며 이런 과정에서 외국인투자유치가 중국경제발전에 중요한 역할을 하는 것으로 보고 중국정부는 지속적인 외국인투자유치정책을 펼쳐왔다. 최근에는 운송부문에 대한 외국인투자의 진출을 용이하게 다양한 법과 제도를 정비하였으며, 지적재산권보호정책을 실시하여 외국인들이 안심하고 중국에 R&D센터 등을 설립하여 경제활동을 펼치도록 하였으며, 외국인투자에 대한 심사허가제에서 인가제로 전환하였고, 외국투자기업에 대해서 내국민대우내지는 초국민대우를 일부산업분야에 정책적으로 실시하고 있으며, M&A를 추진하는 외국인투자자들에게는 특혜를 주어 정책적으로 국유기업의 구조조정에 활용하고 있으며, 외국인투자자들이 불안해하지 않도록 정책의 일관성을 유지하며, 각종 법률 및 규정의 제․개정을 통해 개방확대정책을 실시하고 있다. 이에 한국정부는 이제까지 개별기업입장에서 대처해 온 중국투자 시 발생하는 문제에 대해서 정부차원에서 대책을 수립해야한다. 중국의 다양한 경제개발계획 및 외자유치정책 등을 파악하여 한국기업들의 대중투자 시 가이드라인을 제시해주는 것이 바람직하며 또한 중국이 선진제국으로부터 계속 받아온 위안화의 평가절상 또는 금리인상 등 거시경제정책상의 변화에 대응할 수 있도록 사전에 한국기업들의 충격을 완화하거나 대처할 수 있는 조치를 마련해야한다. 또한 중국진출기업들의 현지에서의 어려움을 극복할 수 있도록 “한국투자기업 지원센터”를 추가 설치하여 특히 중소기업들이 어려움을 해결하는데 도움을 주어야 할 것이다.

영문 초록

This paper researches the policies attracting foreign investment of China which will play a central role in world economy as an "world factory" in the future and focuses the presentation of Korea's devices in policy. After chinese advocating "reforming․opening" China keeps going to market economy systematizing and in this process, chinese government has unfolded lasting policies attracting foreign investment in the view that attracting foreign investment is important to chinese economic development. Recently China reshuffled the laws and systems in order for foreign investors easily to invest in transportation field and enforced the policy protecting intellectual property rights so that foreign investors founded R&D centers and embarked on a new business. In addition China gives special benefits to foreign investors who try to promote M&A in order to utilize their activities to restructuring national owned enterprises and tries to open more by changing and making the laws and rules. Therefore korean government instead of individual companies should establish various counterplans, present some guide lines for korean investors after considering chinese economic development plans and the policy attracting foreign investment and provide some measures confronting the macroeconomic policy change including yuan revaluation and rise in interest rates. Finally korean government should give some help on the actual location to enterprises by creating more "the center for korean investment enterprise aiding".
