국문 초록

이 논문의 목적은 동북아 국가들의 군사비와 군사안보전략 상의 변화를 분석하고 그 함의와 한국의 안보 과제를 지적하는데 있다. 분석을통해 확인된 사실을 정리하면; 1)중국의 군사비 지출 규모는 아직 미국에 비교할 수준은 아니다. 그러나 중국은 이미 시작한 현상변경 전략을멈추지 않을 것이다; 2)미국이 중국 저지를 위해 추진해온 동맹 및 군사 협력관계의 다변화는 아직 공고하지 않다. 미중이 동중국해 혹은 남중국해에서 충돌할 가능성을 배제할 수 없다; 3)러시아는 경제, 유럽, 중동 문제를 우선시하면서 중국과의 군사협력으로 미국의 서태평양 패권을 공동 견제하고 있다. 일본은 미일동맹을 축으로 전쟁이 가능한 군사적 능력의 구축에 매진하고 있다; 4)북한이 비공식 핵보유국이 될 가능성이 점증하고 있다. 한국의 현 대응책으로는 부족하고, 근본적인 정책 검토가 필요하다: 1)북한의 핵보유국화에 대응할 현실적인 방안이필요하다; 2)미중 갈등 심화와 충돌 가능성에 대비한 외교, 군사 정책의 정교화가 요구 된다; 3)한국형 북방정책을 비정치·군사 분야를 중심으로 구체화해서, 동북아 긴장 완화의 한 축으로 만들어야 한다.

영문 초록

The purpose of this article is to analyse Northeast Asian countries’ military expenditures and strategies. Four facts confirmed: 1)China’s military expenditure is still far behind to that of the US, but its challenge to the US hegemony in Western Pacific seems not to be suspended; 2)The US’ building multiple allies against China still not be consolidated while the possibility of the two countries’ clash can’t be ruled out; 3)Russia has taken sides with China to check the US hegemony in Western pacific, while Japan is strongly pursuing military buildup; 4)North Korea is very near to a nuclear power. What is needed for South Korean security are: 1)A realistic policy preparing for the North Korea’s becoming a nuclear power; 2)Diplomatic and military options to deal with the deepening conflicts between the US and China; 3)Pragmatic Northern policy toward China, Russia and North Korea for Korean national interest and for defusing security tensions around Korean peninsular.
