국문 초록

본 연구는 ARDL-Bounds 검정을 통해 통화정책과 외환보유고의 상관관계를 실증적으로 분석하였는데, 그 결과에 의하면 통화론자가 주장하는 바와 같이 외환보유고와 통화량과는 통화의 준칙(monetary growth rule)을 적용할 수 있을 뿐만 아니라, 우리나라의 경우 오히려 외환보유고에 대한 수요가 통화량의 변화에 매우 민감하게 반응하는 것으로 판명되었다. 이와 같은 분석결과가 의미하는 것은 경제발전 초기단계에 우리나라의 국제유동성은 주로 국제무역을 통한 실물부문에 의해 확보되었지만, 90년대 후반 외환위기를 겪으면서 실물부문 보다는 금융부문이 국제유동성에 더욱 크게 영향을 미치고 있음을 나타내는 것이다. 한편, ARDL모형에 의해 분석한 단기적 관계를 살펴보면, 보다 또는 통화량이 우리나라의 국제유동성에 더욱 크게 영향을 미치는 것으로 분석되었다. 결과적으로 향후 우리나라가 적정수준의 국제유동성을 확보하기 위해서는 과거와 같이 국제무역을 통해 해외부문에 의존하기 보다는 금융부문을 통한 관리가 필요하다고 하겠다. 국제자본시장이 시장경제에 의해 운용되는 만큼 국제유동성을 지나치게 과다하게 보유하면서 위험 회피적으로 국제유동성을 관리하는 것은 국가경제의 효율성을 저해하는 것이기 때문에 금융시장에서 통화조절을 통한 정책적 관리가 시급하게 이루어져야 할 것이다.

영문 초록

Newly arranged economic environment has been established up-to-dated paradigm such as financial-oriented economic system since late 1990s. And, therefore, the research is basically designed to investigate if international reserves in Korea is related to the changing in money stock. For a theoretical background, monetarists model which insists monetary growth rule could be adapted, while cointegration technique by ARDL-Bounds Test would be applied for an empirical analysis. The results revealed that the financial sector is playing more important role than the real sector in determining the demand for international reserves since financial crisis in late 1990s. Not only the outcomes support monetatists proposition, but also the demand for international reserves is highly sensitive to the changing in money stock, especially and monies. To this end, it is inevitable that monetary policy which is accomplished by a changing in money stock has to be coordinated in order to optimize the level of international reserves. Risk aversive management in international liquidity by maintaining excess demand in international reserves is no longer effective.
