국문 초록

BPO 산업은 개도국들에게 성장전망이 매우 밝은 산업이다. 스리랑카 정부는 BPO가 2012년 고용4만명, 수출 $10억의 산업으로 발전해 주기를 기대하였다. 이 산업에서 지난 5-6년 간의 성장은 년평균 9%로 기대에 미달하였다. 본 연구는 스리랑카 BPO산업의 현황 파악을 위하여 투자, 비용, 고용 상황을 살펴보았다. 뒤이어 BPO 산업의 발전을 위하여 1)비용구조의 개선, 2)대학교육의 확대, 3)경쟁적 사업 여건 등 과제를 논의하였다. 저렴한 임금은 자랑이 아니다. 인력의 고급화로 임금은 제고되어야 하고 텔레콤, 전기 비용은 절감하도록 비용구조를 개선해야 한다. 신규 대졸인력의 확대를 위하여 GCE A/L 과정을 대학교육체제로 전환하는 과감한 교육개혁이 기대된다. 정부의 법률과 인프라 확보, 노동계의 발상전환, 업계의 스리랑카적 NASSCOM 운동으로 경쟁적 사업여건의 확보가 필요하다. BPO 발전은 내전종식과 평화정착을 위한 기회가 될 수 있다.

영문 초록

BPO is an emerging industry for LDCs. Sri Lankan government`s ``Budget Speech 2005`` suggested $1Billion export revenue by BPO industry with 40,000 employment in 2012. However some recent data shows that the industry has achieved only 9% annual growth rate since 2000, far behind the expected one. This study also reviewed the investment, cost and employment of Sri Lankan BPO industry. And the study discussed some issues for developing the BPO industry, i.e. better cost structure, increasing the new graduates by reforming the education system, more competitive business environments. You may not be proud of a cheap labor cost. Higher proportion of the labor cost may be realized by qualified personnels and saving the tariff of telecom and eletricity. A certain radical education reform might be needed to meet the future labor demand. This argument is derived by an analysis which took account of the suitability and attrition rate. And the author suggested that GCE A/L course be shifted upward to a certain tertiary education program. The competitive business environment may need some more advantages of infrastructure and regulations by the government, a certain no-union declaration by the labor circle and a foundation of a Sri Lankan NASSCOM by the BPOs. Peace may be prerequisite for a prosperous BPO industry, however, the industry may also be a good chance to conclude the civil war.
