한국인에게 민주주의는 무엇인가?

국문 초록

한국 민주주의가 제도적으로 공고화되었다고 평가하는데는 폭넓은 합의가 존재한다. 그러나 한국 민주주의의 정치문화적 기반이 민주주의의 제도적 공고화 만큼이나 견고한지는 불명확하며, 한국인의 민주주의에 대한 이해에 대해서도 알려진 것이 많지 않다. 이에 본 연구는 한국인들의 민주주의에 대한 이해가 어떤 차원으로 구성되어있는지, 민주주의에 대한 여러 이해가 존재한다면 그것이 왜 다른지를 분석하는 것을 목적으로 한다. 세계가치관조사에서 수행한 한국인 대상 설문조사 데이터를 활용하여 분석한 결과, 한국 유권자들은 민주주의 구성개념으로 절차적 민주주의, 실질적 민주주의, 권위주의적 요소 순서대로 민주주의에서 중요한 가치라고 인식하고 있었다. 또한 본 연구는 국가안보에 대한 우려는 권위주의적 요소에, 실직우려는 실질적 민주주의에 유의미한 영향력을 보인다는 것을 확인하였다.

영문 초록

The institutional consolidation of Korean democracy is widely agreed upon. However, the Korean voters’ understanding of democracy are known little, as is cultural foundations of Korean democracy. Thus, the objective of this study is to examine the characteristics of Koreans conception of democracy. According to the analysis of World Values Survey data, Korean voters ranked procedural democracy as the most important value in democracy, followed by substantial democracy and authoritarian features. Additionally, this study confirmed that concerns about national security have a significant impact on the authoritarian conception of democracy, while concerns about unemployment have a sizable impact on the conception of substantial democracy.
