(Purpose) The COVID-19 pandemic has brought chaos and disruption to daily life and economy, and medical services. While everyone has experienced such chaos, the impact of disasters does not affect all races and classes equally. The purpose of this study is to analyze the phenomenon of racial inequality in the COVID-19 pandemic in American society and the efforts of the US government and civil society to improve government trust and resolve inequality in response to racial inequality. (Design/methodology/approach) For this, the current status and causes of racial inequality in the medical and economic sectors and the current state of trust in the government were analyzed. In addition, relevant laws, systems, and programs of the federal, state, and local governments responding to racial inequality were examined. The response of civil society was also studied. (Findings) The results of this study show that the problem of structural inequality in American society and the characteristics of intergovernmental relations are influencing the deepening of racism and economic disparity in the COVID-19 situation. (Research implications or Originality) Based on the analysis results, this study emphasized the need for continuous efforts to reduce racial disparities, improve equity, and restore trust in the government. In addition, this study presented implications for South Korea, entering a multicultural society.
