국문 초록

본 연구는 우리나라 고도경제성장기의 사회복지정책의 발달실태와 이에 영향을 미친 환경적 맥락, 정책산출, 최종결과물을 본격적인 경제발전기인 제4공화국 유신체제시기(1972~1979)를 대상으로 분석하였다. 이를 통해서 고도경제성장기에 사회복지정책은 왜, 어떠한 측면에서 저 (低)발전되었는지, 그리고 이에 대해 거시적, 미시적 환경맥락은 어떠한 영향을 미쳤는지를 알아보았다. 이는 발전주의 복지체제론, 유교복지국가론 등의 서구이론들이 고도경제성장기의 사회복지정책의 저발전의 원인을 지나치게 단순화하고 있다는 비판적 관점에 입각해 있다. 본 연구의 분석틀은 환경요인, 정책산출, 최종결과물로 연결되는 과정지향적이고 체계론적인 관점에서 설정하였다. 구체적 분석변수는 사회복지정책에 영향을 미치는 거시적 환경으로는 정치적, 경제적･재정적, 사회적 요인을, 미시적 환경으로는 행정적 요인을 설정하였다. 사회복지정책 산출과 관련해서는 사회복지지출은 물론 적용범위도 고려하였다. 사회복지정책의 최종결과물은 사회전체 및 각 부문별 소득분배 실태를 분석하였다.

영문 초록

The purpose of this article is to examine the development of social welfare policy under the rapid growth economy of Korea, with emphasis on the analysis of environmental context, policy outputs, and end products of social welfare policy under the Yushin Regime (1972-1979) of Korea. Through the analysis, this article aims to clarify why and in what respect was social welfare policy underdeveloped under the rapid growth economy, and how had macro and micro environmental contexts influenced it. This article intends to refute the simplicity and irrelevance of Western perspectives that attribute the underdevelopment of social welfare policy in East Asian growth economies to the priority setting of scarce resources or the cultural tradition of Confucianism. The analytical framework is established from the process-oriented and systematic perspective combining environmental contexts, policy outputs, and end products. Environmental contexts are divided into macro and micro ones. While macro contexts encompass political, economic and financial, and social contexts, micro context includes only administrative factor. Welfare expenditure and welfare coverage are analyzed to measure policy outputs. End products of social welfare policy are evaluated by cross-societal and cross-sectoral distribution of income.
