국문 초록
본 연구의 목적은 20세기 초반 미국에서의 지체부자유아 의료 및 교육의 효용에 관한 사회적 인식이 어떠하였는가를, 주립 지체부자유아병원의 성립과정에 투영된 역사적 사회적 배경에 초점을 맞추어 분석함에 있다. 이 분석을 통하여 다음의 두 가지 결론을 도출할 수 있었다. 첫째, 미네소타 및 뉴욕주에 있어서의 초창기 주립 지체부자유아병원은 의료를 주 목적으로 하여 창설되었다. 그 이유는 주립 지체부자유아병원에서의 교육기능에 대한 사회적 효용성이, 사회적 함의의 상징격인 주의회로부터 인지되지 않았기 때문이었다. 둘째, 매사추세츠 주립 병원학교의 경우, 창설 시 막대한 재원이 투입되었을 뿐만 아니라 교육이 설립 이래 최우선 기능으로서 여겨졌다. 상기의 차이를 가져온 주된 이유는 각 주립병원이 의료 및 교육을 통한 지체부자유아 구제사업의 사회적 효용성을 어떻게 인식하고, 또한 그것을 사회에 대해 어떻게 증명할 수 있었는가에 기인한 것이었다.
영문 초록
The purpose of the present study was to investigate the social recognition of the social utility of medical care and education in the early 20th century America. The emphasis was put on the historical and social backgrounds as reflected in the process of establishing state hospitals for crippled children, in particular in the case of the Minnesota State Hospital for Indigent Crippled and Deformed Children . The conclusions were as follows: First, both the Minnesota State Hospital for Indigent Crippled and Deformed Children and the New York State Hospital for the Care of Crippled and Deformed Children were founded primarily as institutions for medical treatment, lacking social consent and consequently financial resources to make crippled children socially and economically productive citizens. Second, The Massachusetts Hospital School had sufficient financial resources and regarded education as its most important function since the very establishment. The main reason for above-mentioned situation was that the Minnesota and the New York state hospitals for crippled children did not consider the relief work for crippled children to be of social significance.
