영문 초록

This paper aims to review the existing theories on culture industry cluster, to construct a research framework by which the innovative networks of the three countries(US, UK, and France) selected for the research can be analyzed, and to put forward some policy implications for central and local governments especially in relation to how cultural clusters interact with regional development process, both in developing the cluster and in the wider impacts of the cluster on development of the region. In doing so, this study draws on information from a range of sources: interviews with individuals active in the cultural industries in the three regions, a review of the cluster concept as it has been applied to the cultural industries, a review of cultural industries and cluster development strategies in other regions, nationally and internationally, and analyses of the cultural industries employment statistics. In conclusion, it is found that an obvious single organization for the development of cultural industries cluster at a regional level is a vital element within the institutional framework of the region s cultural industries and should be resourced accordingly.
