영문 초록

(Purpose) The gap structure between the capital and the provinces, metropolis and small sized city, and industrial zone and agriculture belt in South Korea have been threatening balance development. Also, dominant production and high-density industrial city as the residential pattern exposed the vulnerability to COVID-19. Therefore, attention and proliferation for Eco-Smart City is necessary for overcoming the crisis that we faced with and satisfying true development. (Design/methodology/approach) So that, this research conducted international comparison with best practice of Eco-Smart City governance such as London, Amsterdam, Singapore, and so on. Cities that selected in this research not only represent each region of England and America, Europe, and East Asia, but also include diverse methods of urban innovation such urban redevelopment and urban regeneration. The purpose of this international comparison is finding critical success factors that determines success of Eco-Smart City Governance. (Findings) The critical success factors reflecting result of comparative analysis are as follows. First, reflecting diverse opinions of the interested parties in terms of policy making. Next, different executing organs that include the government and the people participated in policy implement. Also, the ripple effect of medium and long term work should be concerned in terms of policy evaluation. (Research implications or Originality) Until now, South Korea successfully built pioneer case of Eco-Smart City such as Songdo International Business District and Sangam DMC. In addition, South Korea is promoting Busan Eco-Delta City and Sejong Smart City as a pilot project. Thus, if we present tailored plans by using lessons from foreign best practices, that is likely to entail the chance of success in Busan Eco-Delta City, Sejong Smart City, and DMZ International Peace Zone.
