영문 초록

Biotechnology is one of the key technologies of the Fourth Industrial Revolution. Despite the usefulness and rapid growth of biotechnology, the debate on safety of it continues. Governance have shown up requisitely in solving the problem of the Risk society caused by science and technology. This study is a case study of civic organizations for the effectiveness of biotechnology governance. The study analyzed the structure, arguments, and impacts of 64 participating civic groups. As a result, civic groups of eco-friendly agricultural workers (production-distribution-consumption) are participating in various solidarity and leading the activities. They have insisted on the EU-style GMO full labeling system, which is incompatible with national interests, and demanded for eco-friendly free meals and the dismantling of the GM development team even though it is impossible to secure eco-friendly food materials. Civic organizations are found to be transformed into oppositional relations and instrumental functions for realizing their own interests rather than problem solving.
