영문 초록

The purpose of this study is to analyze the cases of conflict between the central government and the provincial office of education after the straight. First, the relationship between the Ministry of Education and the provincial office of education has the characteristics of the overlapping authority model and the collective authority model in relation to the relationship and type of government.
